Ive been thinking about this lately. With all the character tropes and styles being rehashed and reinvented, its only a matter of time before everything new starts to feel like a clone of something we've already seen.
I've been thinking about this for a while, not this specific issue but the fact that most hairstyles in anime/-adjacent media are not unique at all. The most unique hairstyles are often the wackiest ones (think Yugi or Jessie from Pokemon). If the hairstyle alone is not unique, then designers might use certain colors, or special accessories/outfit pieces on or around the hair to make the character stand out It is entirely possible that Nagant's new design was inspired by Lumine's, I wouldn't say it's plagiarism though

For certain T-dolls if you reach lvl 100 you can give them a neural upgrade. Which is called "MOD" 1. Then when you reach the next milestone it's MOD 2 and then after that is MOD 3. And when you get a character to mod 3 they get a costume. Also all of her costumes are base game as well. Good try though

From what I’ve learned is there only like 100 different variations of anime models and you can only do so much with hair styles and eye shapes I mean this happens all the time anime characters looking the same for one reason or another

Nagant (aka M1895) was around much longer than Lumine (2017/18). Her default outfit might not look exactly the same from GF but if you see her other alt costumes they look more similar and this is before Genshin launched. It begs the question, did Hoyo stole the design knowing GF is not widely popular.
There are only so many ways you can design an anime styled character. We see nearly identical designs across anime, games, manga, etc. not necessarily because they are copying, but because there's only so many ways to diversify the design while staying within the boundaries of the style. That's why anime hair is always so crazy, its one of the few things that can be relatively outrageous and flexible without going outside of the design philosophy. You also usually want to have your protagonist be relatively muted in design compared to your other characters, as this lets the player/ audience project themselves onto their character easier (hence the hair being less crazy).
I like Nagant m1895's older version, altho, I just wanna say: *British Lumine* (The British armed forces uses Revolvers for a very long time compared to other armies)

Girls frontline has been around since 2016 which means Negant has also been around since 2016 and if you look at some of her costumes, even her MOD 3 she has shorter hair similar to Limune. So if anything, Limune would be a copy of Negant

It's not an independent or third party mod that you're thinking of it is a base mechanic that has been integrated into the game by the developers. For certain T-dolls if you reach lvl 100 you can give them a neural upgrade. Which is called "MOD" 1. Then when you reach the next milestone it's MOD 2 and then after that is MOD 3. And when you get a character to mod 3 they get a costume.
Also all of her costumes are base game as well. Good try though

The issue isn't the design being copied, its all in good fun. Both companies are fine with this.
The issue should be that her original design was iconic and cute but got replaced.
Lumine didn't copy GFL1 but 2 really seems to have wanted to make a Lumine reference since the devs even have a Lumine meme on their official discord. Which again, making similar designs is 100% fine unlike with Western companies who get mad at this.

Nagant (aka M1895) was around much longer than Lumine (2017/18). Her default outfit might not look exactly the same from GF but if you see her other alt costumes they look more similar and this is before Genshin launched.

There are only so many ways you can design an anime styled character. We see nearly identical designs across anime, games, manga, etc. not necessarily because they are copying, but because there's only so many ways to diversify the design while staying within the boundaries of the style. That's why anime hair is always so crazy, its one of the few things that can be relatively outrageous and flexible without going outside of the design philosophy. You also usually want to have your protagonist be relatively muted in design compared to your other characters, as this lets the player/ audience project themselves onto their character easier (hence the hair being less crazy).
Soon enough some random strangers would accuse us for having the same hair style as them
