This assumes that the clock receiver is well synchronised ( i.e the same as ) with the SVs clock. In other words, is it possible that the receiver is X min late (or in advanced ) vs the SVs clock ?
The clocks between the satellites and the receivers do not need to be synchronized. That is why 4 satellites are needed in order to calculate the difference in time.
