Nope, you can drive up to the parking lot and walk along the length of the park without going through customs. If you have your documents in hand you can walk all the way across and into the other country but you must check in at the customs checkpoint in order to cross legally.
No visa or passport needed to enter the park from either side. If you don't go out the way you came you wont get far since border patrol is watching pretty closely

Coming to America is awesome! Going to Canada, on the other hand, kind of sucks. When I was 20, I walked the Peace Bridge (I believe that is what it was named) between Buffalo and the Canadian side. There was absolutely no one there. I actually got scared and just returned back to the American side. Oh, well.
The actual border crossing is, yes, but the peace arch actually crosses the border. If you stay in the park, you are allowed to go to the other side of the park. So you enter from Canada park and then walk under the arch to go to the U.S. park. You just can’t leave the park on the U.S. side without going through customs (or vice versa if coming from U.S. going to Canada). Many families did this to meet up during Covid because the borders were closed.
For anyone unfamiliar, it’s a park between the lanes of a major highway. I’m fairly certain you must exit on the side you entered. There’s a library that lies on the border between Vermont (US) and Québec (Canada) that has a very similar policy. Thus, yes, you can cross freely, but you are still bounded by customs pavilions.
