Let's assume that fredbear uses pneumatic pistons in his jaw. Air is compressible while fluid is not, meaning air would be safer to use. Now, I'm no scientist so I'm running on pure guesswork here, but if I had to guess, you'd be sitting in that jaw for way over 10 minutes before damage is finally done to your skull. Not to mention, I doubt pneumatic pistons would even be strong enough structurally to handle that amount of air pressure flowing into them. They'd crack and then just leak out all the air.
