I dont know if this sounds a little basic, but what is the use of the default migration contract i.e. 1_initial_migration.sol ? is this contract created by the default ganache wallet to deploy the other contracts? if so why not use the wallet to directly deploy other contracts. also the owner of the migration contract is msg.sender i.e. wallet, but is the owner of other contracts, the migration contract?
I don't quite get the idea of migrations, because you can't change your existing smart-contract anyway. If you deploy a new migration, then you work on the new project. What's the purpose of tracking these migrations then? I'll be okay if instead "truffle migrate" there was "truffle deploy" command, which deploys specified contract.
