think about it, he's the reason Skals are a thing, and started the Skal plague all because he yearned for immortality, you giving him what he's been wanting all along is like enabling his actions and justifing it by turning him, and when we encounter him after turning, he relishes in it - its not that bad of a curse for him, so it gives him an excuse to do more messed up things because he can
@@Cruddy129 I think Skals have been around since vampires became a thing, the culture and caste system seems to have a much longer history than the current epidemic. I think Swansea was legitimately trying to do medical research to benefit more people than just him, in trying to treat Spanish Flu with a vampire blood infusion. His practice of science in doing so was atrocious, definitely. No consent from either Harriet or Elizabeth and a very large experimental leap as a first step of the research (even leaving aside Elizabeth's partly-treated-to-asymptomatic-state Blood of Hatred infection and the complications that brought). He didn't deliberately set out to cause skal-strain vampirism that spread with the flu virus, nobody but the Morrigan wanted something like that to happen. I totally agree that Swansea had been wanting for ages to one day be turned, probably a large part of his dedication in serving Elizabeth as administrator of Pembroke Hospital. If she had, though, he'd likely have ended up a near-mindless monster.

normal difficulty , not even once achievement playthrough, no citizens killed
