Local Users and Groups are not available in Windows 10 home version, only from the pro version.
FYI this is more for personal computers and not computers hooked up to a domain or AD Services. Like adding yourself to root so you don't have to sudo or su. The likelihood of your comp being compromised goes way up by doing this, but if you don't mind then it can be a huge time saver.

I figured it out! Go to settings, accounts, other users, click on the account you want to change and click change account type, change the type to administrator then log into the account. That should work

When I copy a file or delete a file from say program files, windows ask me for permission all I have to do is click ok and it allows my action. This is annoying, I am the admin I have all UAC options setup and my "slider" is set to never notify me when a program installs. Is there any way of removing this? (if this makes sense?)
I have a problem sir can you help me how to remove rights from admin always keep me logging when installing opening files then it affected on sharing i try different ways on share but one of the other laptop that i need to share a files can open on the network sharing i mean it says permission access i already set up on share to everyone the share but nothing gonna happened thanks i hope you help me about this problem. 😊
There's no "Local Users" option there.

There's another way to do it, I'll see if I can find it again and I'll report back here asap 😉
You might have local users and groups in school computers
You can try going. Search bar, then CMD, right click open as administrator, then type in "net user administrator /active:yes” log out and log in as administrator

From ALL In One Idea Exchange: "I dont have the option of local users and groups " then "press windows + r button ~~ type ~~ netplwiz ~~~ hit enter~~ select the user ~~ then go to properties ~~~ click on group on member ~~ select administrator ~~ press ok....restart your pc and check.. You don't have administrator rights, you have administration rights.
For everyone, local users and groups are not available in the Windows 10 Home version, only from the Pro version onwards.

BTW, literally nothing changed for me: I still got the "you need permission to" error when attempting to access subdirectories under Windows.
