Will exterior latex paint stick to these or do I need to sand, prime, and/or use an oil based spray paint? Thanks!
Great question! It should be sanded and primed before applying exterior latex paint.
Are they required by code? My installer said they’re just aesthetic on the coasts
They are not required by code. They are mainly more for aesthetics so it doesn't look like you have cables hanging out of your building.
