Homelander is pretty durable and strong, for her to just make him implode. If that was possible neuman could have done it herself, but she couldn't even as homelander almost choked her to death. Also the show teased the limits to the objects she can crush, throwing a bunch of metal scrap at him wouldnt do shit. Cindys durability is also average, she took some bullet shots but didn't stand a chance against stormfronts lightning, so homelander could even speed blitz her or one shot her like he did to noir cause I think her durability is at par with noir maybe a bit more, although it would be harder cause she would put up a fight. Even if we agree her durability could be far more considering we don't have much information on that, it definitely won't go above Sam, Luke or male Jordan who can also tank bullets. If homelander didn't hold back and mercilessly kept attacking her with full force, despite her telekinesis she would lose. Also her awareness is pretty low, she was caught off-guard by stormfront.
