The spillway was definitely spilling a lot better during the spring filming. I would think that would increase your striper chances. The skipjack herring was cool. The hybrid striper spillway you described to the other angler sounds like a sweet spot - don't give up on it!
The guy in the boat is Melton Hill Bill fishing guide... He only releases fish and encourages others to do the same... and he is probably the best Stripper guide in east TN...

What time would be the best time for fishing bass and such? I keep going with my dad and brother at like 11am-5am and recently we have caught nothing.

For bank fishing I usually wear muck boots. For wading I wear non-waterproof NRS backwater
