It's a bad translation which comes from the translator missing the context and most Japanese people leaving out subjects and pronouns when there is enough information to know what is being said. It's more of a general Hololive fandom trend than something specific to Ui-mama. It comes from people typing "tskr" in chat, sometimes with a praying emoji to make the specific meaning clear. Without any context, you get the bad translation from the word meaning that something or someone helps, saves, or blesses someone, which makes translating it to "help" an easy mistake. The prayer emoji some people use with it means "bless" would make more sense than "help," and the context it's used in fills in the rest of the details to make it mean something more like "this blessed me." I assume the reason most people translate it to "thank you" is because it's similar enough to t he intended meaning and sounds a bit less awkward in English. You do miss out on how extreme it's meant to be though. We aren't just thanking Ui for degrading them, we're calling it a blessing.

The "bell" being sung about is the device in her hands. This device is what Japanese school children are equipped with in order to combat creeps and pedos. Overall, the song has become a very polarizing subject as it appeared on television in japan once for a made for children show and the host apparently got fired for mimicking the song and the song was henceforth banned from Japanese TV. Despite this it has become very popular in Korea and Japan alongside western audiences outside of official sources for apparently trying to destroy creeps and pedophiles in the real world. It's a joke song for Ui-mama's audience that comes out of multiple refences to stream occurances. The concept of Ui-loli was from losing a punishment game. The coment of trash was also a a thing that a Hololive member called her audiences since she read it in chat and it just stayed. In most English Covers, the 'In Prison Fan Meeting' has the 'Fans' saying "Thankyou" to the Singer's negative comments about them. It's based on how Ui's Chat interacts with Ui.
It's a bad translation which comes from the translator missing the context and most Japanese people leaving out subjects and pronouns when there is enough information to know what is being said.
It's more of a general Hololive fandom trend than something specific to Ui-mama. It comes from people typing "tskr" in chat, sometimes with a praying emoji to make the specific meaning clear. Without any context, you get the bad translation from the word meaning that something or someone helps, saves, or blesses someone, which makes translating it to "help" an easy mistake. The prayer emoji some people use with it means "bless" would make more sense than "help," and the context it's used in fills in the rest of the details to make it mean something more like "this blessed me."
I assume the reason most people translate it to "thank you" is because it's similar enough to t he intended meaning and sounds a bit less awkward in English. You do miss out on how extreme it's meant to be though. We aren't just thanking Ui for degrading them, we're calling it a blessing.
