I've watched the video again and seen that when you go back up to the top level you run the string around twice on the top balloon. My question is when your tying the string thru do you go around every balloon or just a couple for each level? The party's on the 20th. No pressure. lol.

Thank you so much and welcome to Ask Me For A Balloon :) You can use 11" balloons. Use a hand pump and follow how many pumps I have listed on the screen, this may be the easiest way.

I use a Qualatex single action hand pump. Dollar Tree also sells hand pumps, not bad for the price, they inflate air into the balloon both when pulling and pushing (this is called double action).
