Arrest is a bit too extreme but it is true that this no place for a Muslim woman to be. It is still the girls and their parents fault for allowing them to go to a musical concert with music and this type of free mixing in the first place. The ulemah should warm us that this is wrong and to guard our modesty and repent but not sure if arrest was the right way to go. May Allah guide us all. Ameen
