I picked up a very similar machine recently, mine's a 4-step pulley but close in most other regards. I do have a good bit more wear on the bed though, and an overly-generous helping of apprentice marks as it was a school machine. I'm still tearing it down, removing the horrible bright blue paint it was covered in (including the chuck!) and making a few important replacement pieces such as gear box plunger, but hoping to spin it up soon!
Haha, good catch. Well, Someone decided to tap that bolt in there so not sure I'm going to mess with it. It turned out to be a bear to get to this point.

Hi I have a south bend heavy 10L that has been sitting for a couple decades and the the motor will not turn. It just makes a buzzing noise when I turn it on. Im not very familiar with these machines. What could be causing this?

There is a serial number database online, I think is swells something.

Make sure your voltage and phase is correct. Could be that simple. Could be shot, might be stuck. Hard to say without looking at it.
