  • A heated exchange between Minister for Sustainability and the Environment Grace Fu and Workers' Party (WP) Member of Parliament (MP) Jamus Lim broke out in Parliament on Tuesday (Nov 8) over whether there should be flexibility in carbon pricing to take into account the economic situation.
    As the two butted heads, Leader of the Opposition Pritam Singh stepped in at one point and said that either party ought to be seated when the other was speaking, as per usual parliament etiquette.

      Actually it is Jamus who is offering a wishy washy solution. Corporations cannot plan if targets are changed at govt's whim using GDP figures. Jamus is offering theory solutions as if he teaching students and not meeting hard requirements of foreign investors.

    Grace Fu is basically asking Jamus Lim to predict the future, while Jamus is just saying to be prepared because the future is uncertain. I don't know what Grace doesn't understand, cause it seems pretty clear to me.

      Agree . If economic conditions doesn’t sustain the target set I am pretty sure govt will adjust the target to reflect reality and explain the situation. As a govt I would rather have the flexibility to adapt and adjust than not. Jamus made sense while Grace just went on one way traffic

      @@justineesun3396 He gave a substantiative suggestion. You can't have a fixed quantum but a floating one just liked interest rates. How could one asked for the rate in 2024 and 2025? Just liked currencies and interest rates , they fluctuate according to the economic situation. How could one just answer how much? You could take a base figure of SGD 25 and then adjust according to the market situation.

      You're the one here kpkb, who can't understand the concept of short term and long term cost estimates.
      Let me educate you: the purpose of this carbon pricing is to price in the negative externalities over environmental production into the cost calculations of the business, so that they make changes to their equipment and processes to be more sustainable.
      Any short term fluctuation is not gonna affect your calculations because you have the long term estimate to plan ahead.
      Maybe all that is going over your head, so I'll make it even more simple for you. Let's say you want to drive from your home to your workplace by 8am. Grace is saying you must drive 60mh/h the whole trip to reach there by 8am, Jamus is saying you can speed up and slow down depends on the traffic but in the end you're still gonna get there by 8am. You're still gonna be able to plan long term, that is that you're gonna be at work by 8am. Then you guys over here so focused on the wrong thing here, asking then how will I know what speed I'll be driving at 7am? Maybe you and grace both don't understand what you're talking about? 🤔
      It's very clear that you're arguing not from an economic disagreement, but from a partisan point of view, and that makes it pointless for this conversation to continue.

Fix it for a couple of business cycles at least, for planning certainty.     Ruling party has been over the years condition to debate policies within the party members comfortably and engage in public by not so up to mark opposition which is relatively mild. Now that the opposition of much higher quality has been voted in, a new dynamic has emerged to bridge the comforting environment PAP back benchers enjoy versus the uplifting of the opposition to challenge policy makers and i think, this result in the betterment of both sides which will help singapore to forge ahead with better ruling and opposite members. In the past, the ruling party, with very able men and women, has have done a very good job except for occasional show of elitism which can be at best described as confidence if you look on the bright side or arrogance if you choose to view it negatively. My take is some ruling party minister and MPs do need to bark up more in how they carry themselves and not negate their true desire in making singapore a better place. So, let's be positive. (Josh Au made a good point below). In short, keep everyone on their toes is good for us as a whole. I love Singaore.

    SG Govt needs to be transparent in their setting and forward projection of policy, for example carbon tax. They can’t anyhow change it at last minute, for example after declaring the carbon tax for next year, next day change the figure by saying due to economic uncertainty. This is important so that business owners are able to factor that projection risk into their investment decision making. No business welcome last minute changes, and may consider pack up their investments elsewhere for too many Govt flip flop policy.

It’s open secret such grants couldn’t be fairly implemented otherwise there will be uproar when singaporean starts to do comparisons why they are given lesser grants than their neighbours.

      You cannot compare carbon tax to interest rate. Carbon tax should have it's long term target based on policy decision. Is there such a thing as long term target for interest rate? No.

      First to link carbon tax as equivalent or similar to interest rate is misleading. From the exchange I assume that Jamus would agree that there would be a final figure reached at the end period. The government approached would be a gradual incremental increase to the target figure. Jamus suggestion would imply possibly greater fluctuations year to year since it does not have a pre-determined path but would reach the same target figure. At the end of the day , the carbon tax is to prompt businesses to have a more sustainable practice. If they don't want to change then they have to pay more tax.

Jamus' solution is also for gradual increment, it's just that for each "step" of the process, rather than inflexibility sticking to the amount you set 5 years ago, you look at the economic conditions at the time and adjust accordingly. That's what they were debating at the start of the exchange in the video when they said the price ranges. There is effectively not much difference from the business pov because there is an expected rate even if they don't know the exact rate.
      So it's not that you're driving around with "no predetermined path"; there is a "predetermined path", he's just asking for flexibility over the speed limit of that path. e.g. You can drive faster if there's no traffic, and drive slower if there's a traffic jam; vs. you have to drive 60km/h at all times.     Jamus does not know what he is talking about. I am working in Waste company overseas, carbon Credits r fixed not according to economic conditions. Industries are required to take certain measures to meet their carbon credit target, if Carbon credit targets are adjusted up n down according to.what Jemus likes, this would create nightmare for businesses.

    Grace Fu has good points. Businesses need certainty in numbers. A proposal to "glide" based on conditions sounds good but there is a lot of work that needs to be done regarding transition points on that glide. In addition, the situation of global warming is dire. Large and sweeping changes need to be made now. As a low lying island, we have every reason to make changes for the climate.
    However her tone and attitude made this very uncomfortable to watch. We should not be learning from the shitshow that is US politics. Respect is necessary for a meaningful debate and in choosing the best path forward.
    On that note, excellent job to Jamus Lim for keeping his cool.

    In my humble opinion, the opposition asked a very standard question in which could have been addressed fairly easily by Grace Fu since she already have all the facts and data from the ministry thus i dont see why this "heated" exchange need to occur. We welcome debates in the parliament but It is the way she lose her composure and her manner of speech that cause this unnecessary and unfortunate exchange. This is exactly the kind of attitude that makes PAP's fight to remain in governance an uphill battle election after election.

    I am neither on PAP/Workers Party. What is important for me is does the suggested policy move Singapore and influence her neighbors on the importance of handling our climate and increase the chance of Singapore survival. The policy explained by James is poorly formulated. It is vague and will be confusing for the grounds to implement with various ground parties interpreting and framing it for political and bureaucratic means. It will NOT move an inch to doing anything for our part to tackle climate and likely lead to a waste of resources trying to implement such a policy. Western and American systems have a tendency to do and come out with such policy. There is really no meat and purpose of what is being discussed. Singapore can surely do better than this.

A ex accountant in charge of sustainability when she has no background experience in green technology and a doctor who is in charge of manpower while some nobody who has no relevant experience is in charge of health.
