It is simple to understand. Why was armed rebellion was mentioned instead of internal distance because the whole idea was to toughen the ground for imposing emergency. if we say it can be imposed on the grounds of peace and Stability, then it is very easy for executives to impose emergency, so whole idea is challenged. Clearly the given reasoning does not hold any water

2nd statement is right as emergency can be proclaimed whole india Or part, but statement 4 wrong, cause proclamation of emergency can continue for indefinite period, it's approval period is 6 month.
