The way I understand the Bhagavd Gita Krishna, the Self, says that action is the interplay of the gunas. He says the gunas come from him but that he is not in the action.

We have no control on the others actions towards us, but we do have control over the actions we do to others. How can we do a wrong actions onto others and believe that it’s their fate so they are getting hurt by me.

That seems to be the case. When the doer is keenly sought it's found to not be there at all. So whatever happens, just happens.
