That's a glitch, Valor is a city from the Overgrown 3 map. The NPC's with that map are incompatible with the ones from France so they overlap, so that's why it gives you the dialogue file from a NPC not in the map

I head shot kill any armor to players from what I have tested it with.
The Heavy crossbow can be used as a very good sniper, I think that is it's purpose :)
