You're right, the silver doesn't need to cool completely before it's quenched, but it does need to cool to a black heat (no red glow remaining), about 10 seconds. If you quench it while it's still red hot, thermal shock may crack the piece.
The effects of annealing stay until the metal is manipulated in any way - hammering, rolling, bending, etc. Temperature changes can also affect the annealing.
