The longer career a bowler has, the more ups and downs he will face. Same would have happened with Steyn if he also played as many matches as Anderson. So your calculation makes no sense. Also for your information, Steyn averages above 30 in England.

Anderson was excellent in Asia, especially India. He had a winning role in the 2012 series in India as Dhoni clearly said Anderson was the difference between the two sides in that series.
