- California Prop 1 Explained
California Prop 1 is a multi-billion dollar ballot question that will decide the future of state mental health spending for the next 30 years. Mental health treatment facilities and services especially for homeless patients could be expanded if it passes. What happens if you vote yes? What happens if you vote no? ABC10 veteran fact-checker and politics reporter Brandon Rittiman breaks down exactly what Prop 1 would and wouldn't do... so you can feel confident in your vote.

Nobody is talking about that it takes money from existing programs
Your talking about democrats. Money grows on trees
🚫Paid by taxpayers over 30 years with interest. No thanks.
Unfortunately my voter guide came with ZERO information regarding Prop 1 and I have to go online to figure out what it really means. This definitely helped inform me what a yes or no vote would mean. Thank you!
It's quite simple actually. You see state bond measure vote no. Our legislature is too stupid to spend money to fix any problems they claim it's for.
If you did not receive information you vote NO
No info should make you very suspicious that they're trying to sneak something past you. Hard NO.
A Hard No, Its a blank check with our money, thats goes into politicians charities🤣. Borrow $6 billion to payback $12 Billion.
nonprofits get BIG payday...help everyone but Americans
"Anything Gavin Newsom proposes is automatically a "No".
If you live there move if you don't like it. If not mind your business.
Right on point!

It’s scary to think how many people vote yes without reading deeply into it
It’s 50/50 right now🤦♂️
people are stupid and well in California they probably graduated without being able to read at grade level, only about 20% of students are at grade level in English in most major districts. A bunch of stupid kids... because at some point the government decided you cannot hold a child back more than ONE time from k-12th grade. SO STUPID.
Say no to this. The blueprint is there, but there are not enough words to express that people will be able to help people that do not want to be helped. It is a green light to spend money on experimenting on things that may or may not work.
Regular budget 😂😂😂😂 what's that deficit now?
Great video! I only wish you had put it out sooner for the people with mail-in ballots. My only suggestions would be to add more visuals and to choose music that has less bpm. It was kind of hard to follow the what the speaker was saying and the fast-paced music.
No on all Props.
But but what about the deficit,Wouldn’t it be immoral to spend money you don’t have
As long as the State is legally obliged to pay back what is owed then it's not doing anything wrong. That's why it's important for Governments not to default on loans because then lenders won't want to lend or if they do they'll charge more interest. California isn't known for defaulting.
The real issue is whether or not there are more taxes the wealthiest could pay to pay for these programs without having to raise the money through bonds which have to be paid with interest. Therefore, paying for Government services with taxes is cheaper than with bonds.

It’s a tough one. So desperately necessary, and so specifically planned, yet all the arguments against? Where are the mental health advocates on this?
Don’t trust Gavin Newsom, him and the democrats think throwing more and more money at this problem is going to help yet homelessness has increased and there’s still no incentive or accountability for the homeless to use the programs and suffer the consequences if they do not. Homelessness is a billion dollar industry in California.
No question that something MUST BE DONE. The process should be straightforward and actionable! But the way these propositions seem to get crafted tends to maximize the tenor of (we don't want to marginalize anyone) by passing them through those catering to the whims of every minority mouthpiece/activist to the point that the actual process is going to be so convoluted, expensive, confusing and inclusion priority biased top-heavy in its governance that it is doomed to failure.
What's necessary is housing for AMERICAN'S. HOUSE THE HOMELESS IN CALIFORNIA AND OFFER ASSISTANCE.
@@janet5135 Theyve been saying they were going to do this for over 20 years, yes back since Newsom was mayor of SF. Tell me if the same “solutions” and approach have worked in that time….
NO on Prop 1!!
It's supposed to build housing and centers just for 6,000 people? What about the other 6 million homeless and mentally ill in California????
That's going to be via the follow-on $100 Billion package in the next couple of years... if there are any remaining CA taxpayers wealthy enough to pay for it.
I already voted 'NO'.
Well explained! Thank you!!
BIG NO 🚫
Remodel the prisons being closed to house mentally ill. Infrastructure there, change the cosmetics and you have something. Turn abandoned malls into mini villages for living, treatment, and supplies. Like a cruise ship, except for our most vulnerable.
IT is a BOND meaning more barrowed money at high interest rates for the next 30 years to pay for 6 figure salaries of "non Profits"...
When I came here I was on the fance about how to vote but now after reading the comments I'm voting Yes on Prop 1
I respect your opinion, however, I would sincerely ask you to reconsider. What this Prop does is take funding and control away from local agencies that are actually living with the problem on homelessness, and give that funding/control to the state. More government oversight will not fix this issue. Instead, by giving more power to the state we are giving the state a blank check to do whatever they want with the “state budget” California is $30 billion dollars in debt there is no budget. Taxpayers are going to be paying back this proposition for the next 30 years ($310 million annually). Throwing more money at this issue is not going to solve it. It’s a scheme to put more money in the hands of the state leaders/organizations that they support and are supported by.
This is absolutely ridiculous !!!! The government should be handling all the needs of the Vets… not the tax payers
100%, but here we are
All the needs of the Vets and the tax Payers
NEWSOM CLOSED VETERANS HOMES. NEWSOM A LIAR AND A THIEF OF CALIFORNIA TAXPAYER'S MONEY.
The only way the government can handle the needs of veterans is through tax money, though. That’s the only way the government can get money.
How do you think the government gets its money..
No.
The System should be changed for good… everything from Jails , mental health, the way people learn and what we are being taught as humans.. we live in a new era, where anything could happen… The money system should be more easygoing, making it easier for all to achieve not to fail. We as Americans deserve better… I just pray that we don’t see another devastation do to how humanity is greedy with one another… we all need to humble ourselves both rich and poor and help humanity. Building a new way of living, before we see our world in conflict again remembering how Covid 19 killed millions, we need God, we need change we need to save our world 🙏 Amen
How effective was the 2018 Proposition 2 that authorized the state to use revenue from millionaire's tax for $2 billion in bonds for homelessness prevention? It certainly created a lot of NGO support jobs in the state with a plethora of administrative levels meanwhile since 2018 CA homelessness INCREASED 12%. Prop 1 looks like more of the same with questionable transparency (given the convoluted word-salad supporting documentation) as to how prior funds were utilized. So considering those $2 billion sunk costs seemed to do nothing how can we trust the same administration to spend another $6 billion which could (based on past performance) simply result in more homelessness?
Why is coming out of people's tax dollars..when is the California State Budget Fund Legal Responsibility fund that's why the funding is granted every year .. since the funding comes outta the Federal State and Property taxes already... #ComptonCaliLove .. how about stop hiding all the Rainy Day Funding y'all put aside .. ??
CA should stop spending money on homelessness, because it isn't solving or helping the issue, it's just a money making scheme for the organizations it is paying. Homelessness will not be solved by throwing money at it, because the people making money form it, will never actually do anything to make it end, or else, their cash cow will also end.
The solution is to actually build more homes
Building new homes doesn't solve the mental problems. These are caused by drug and alcohol abuse.
No on 1
Everyone talking about the money.. yet the best part is the forced rehabilitation will gelp clean up the street!!
It’s bad because it takes money away from mental health . It gives money to contractors
Half the homes are going to go to homeless vets….why? Because veteran affairs isn’t doing enough…why? Because the government won’t allocate enough money or resources…If almost 25% of the homeless in our country are veterans that’s saying something. We need to do more. The state level should not have to do this for the vets. It should come straight from Washington.
Thank you.
Talk about the hidden reason and why is not mental health.
It’s sad they don’t understand
It’s unaffordable in ca
A lot of people on the street would be able to be housed if you could atleast afford a 1bdr apartment on 15$ a hr
New facilities for mental health desperately needed!
HARM REDUCTION IS DESTROYING LIVES
People are smart enough to know not to feed bears at Yosemite. Understanding the reasons why gives you all you need to know about why this prop is doomed to failure. Promoting dependence is not kindness.
No ! Problem with prop 1 is as most in Cal $ never spent on project 99% spent on admin. Sons cousins friend pay eats budget!
I'm still up in the air, and i understand how people are wary about government borrowing and spending. But what are the alternatives. These problems require a larger birds eye solution bc the problem sees no county borders. Honestly, it might be a nationwide effort. Sure most of the problems are in the metropolises with good weather, but the migrate from everywhere.
Yes it does, SF, Alameda, Los Angeles, all hotbeds for drug abuse and the people know where to go to find the drugs and where it’s allowed.
They've asked and received tax money for decades and it hasn't made a dent in the problem. Why in the world would anyone want to give their hard-earned money again and again with nothing to show for it? Why in the world would anyone want to give their hard-earned money to the government who has absolutely no plan for this issue?
Ok. I know that it seems never ending, but this is an accountability and enforcement issue and that needs to be funded as well. If this is reapportioning county money to state money then maybe a more concerted state efforts will be more effective. But whatever it is, we can't just trickle efforts. The problems don't just go away w the status quo or with no budget.
@@kohort1 They already had budgets for these issues. What did that change? Nothing. What did they do with the money that they already had? Nothing. Unless laws are changed, throwing more money to this problem won't change a thing. Mental health facilities would only work if drug addicts were forced to stay there (which they won't). The only thing that would happen with this proposition is the government will build free housing for mental patients with a ridiculous cost that will go up and up. If the patients are allowed to leave, they will continue to live the same life except they'll have a nice taxpayer paid house (costing billions) to sleep at night. Los Angeles spend over $67 million to house 27 homeless people. Are you kidding me? Proposition 1: No way no how!
@@rachele9566I thought Prop 1 will force them ?
I feel like there is a solution that can be made to make mental healthcare work better on the state-level, but this feels like it's heavily complicating things and the money gets moved into the ambiguous budgets from everywhere so we'll lose track in there. We need to do some homework on this to get it right without spreading the burden across everyone, that is unless we reorganize some current tax budgets to service this instead??
Sounds like a NO
Coming to your neighborhood.... Halfway houses for the nutty people. It gives the state authority on where to house them and not the local government that knows better
Not gonna work
When I saw this was endorsed by Newcum, it was a no-brainer NO for me! The state has enough money to solve homelessness and other left-generated problems.
The State is unable to attack this in such a diverse way , maybe just Roomkey and small housing villages, but treating addicts from all over America, ( California) is not the States responsibility, housing is IMO or watch tents increase, emergency hospital use spiking!
I appreciate the explanation but I voted NO
Another reason I’m moving out of California

One the one hand at it’s a proposal to at least seriously address the issue. In the other, you’re borrowing $5 and paying back $10, and likely the tax payers are who will be affected.
nope, everything you just said is incorrect
Does the entire state government get locked up and even further drugged??? 🤣
who tf is writing this
No one wants a mental health facility in their neighborhood. It's going to be a no.
What? Instead you want the mentally ill and drug addicted on your streets ?
more spending and more debt for psychiatric care which leads to more crazy people
Why not funnel the trillions to Ukraine to California?
Paid by taxpayers 😂nice
Drug addicts need affordable or ease of treatment, to quit. They sure don’t have money for rehab! (In those Malibu facilities!) Parents of mentally ill children (of all income levels) don’t have a place to take their children for adequate or appropriate treatment, so that is needed. Ditto for mentally ill adults, and if a person has serious mental illness, they sure don’t have any kind of health insurance, let alone health insurance via employment! (Like that is easy to find for anyone anyway, these days.) It’s a large undertaking, and I do give props to Gov Newsom for making the cause and the huge plan.
I've lived in California since '07, and in my experience it's such a small percentage of that population that want help, they just enjoy getting money from the government to spend on drugs, that might be one of the reasons the population of the mentally ill is so high, because you have programs that incentivize drug use rather than deter it.
it's not an easy problem to fix but i don't think this is the answer, i think going after the problem at its core would be much more effective than after the fact.

The Democrats doing something that is not 0:15 "...Legal in a lot of states", that ALONE got me to vote NO on Proposition 1. (Plus, knowing the Democrats, this will go to fund Transgender lunacy and it would NOT go to Veterans and actual American Taxpayers.)
This is a ridiculous position. I get that you don't trust the government. And you probably dog and blame the problems on liberal policies. But at the same time you don't want them to do anything about it. What is the solution?
