Please could you tell me in what material you have meaning of QNE being 1013.25mb (standard pressure)? Many students studied in some Aviation school in America told me that "QNE is not a pressure but is pressure altitude when the airplane is on the runway". I confused. Thanks and waiting your reply.

It would go the other way no? 1013-980=33, 3000'+(33*30)= 3990' PA
