RE series is finally going with realistic gear an experienced combatant in those situations would actually want to wear (except Chris with just some chest rig cuz he's too cool for that shit). Up until RE8 with Hound Wolf Squad the gear the main characters are mostly undergeared and wearing dumb things like just shoulder holsters and a couple of standart and pistol pouches. But these guys are packing gear. They've got their plate carriers, Ops-Core helmets with ear protection and communication headsets, GPNVG-18s with one or two of them rocking IR Lights, IR Strobes for identification for friendly air units, even the small details like a long range comms guy with radio on his back. Its all pretty great! Apart from the weird wearing shades and Nods on top and uncomfortable looking parkas with bulging camelbacks (which is just artistic license I guess).
Actually they have been done this from RE7 and also RE remakes. Thanks to RE Engine, they managed to scanned from models that endorsed by military equipment company in japan and making the models as detailed as possible. I believe the company was also involved on making models in MGS4 and MGSV
I read somewhere that Jill is a BSAA agent so she either works alone or with a partner but that’s it. But who knows because at the end of village Chris says to pick up the rest of the squad so maybe she’s there or doing another mission that RE9 will tie into?

Under all that armor is just civilian clothing, which is the standard wear for CIA, SOF, etc etc. In some operations.
