Minitoon just decided to keep the Mansion map forever for story reasons and decided to bring back the hunt event because of lore reasons. (Blatt was also definitely not an accident since they even made a new badge for completing the map after the event ended.)
For the Pages There are 6 pages in every chapter of Book 1 And there are 6 pages in every chapter of Book 2 For the Prototype skin You have to open the vault and do the laser obby thing like from Poley quest, then you need to activate the Prototype NPC, and lead it out of the vault, and then shoot it to get a chip. Then pick up the chip and escape with it. Then head to plant on any mode, and you have to use the red key on the blue door to get the glitch key, then take the glitch key and put it in the computer.
Ahh i remember suffering alot for collecting all 144 pages and then suddenly joining random server with my friend and accidentally getting hidden ending lol

To answer your question, season skins aren't being brought back to the game anytime soon according to MiniToon. The only season items that will be brought back to the game are Build Mode items (with the exception of Player skins) in the new Build Mode shop later this year! As for Electra, I doubt it will ever be coming back unless another collab with Metallica ever happens.
Don't forget the Ms. P skin, it's very easy. You need to play the chapter of the city, open it all and before escaping, get her photo under one of the cars (the car is on the corner, I don't remember which one) and you escape holding the photo in your inventory.

I'm pretty sure the skins are skill obtainable in private servers but since MiniToon hasn't updated Book 2 since the Mansion, you are still able to play the Breakout chapter and the Mansion Chapter in a public server.
Yes, only if another person in your server already has all the badges. If you are by yourself or in a server where no one else has all the badges, then you need them all.

To get Laura, you gotta open up the cave, use the rope, click the Eye of Insolence, THEN the teddy bear parts will spawn.
