All exchanges are same there is no need of gas fee ..
He didn't say that, he says Binance P2P isn't available in Nigeria so you won't be able to sell your tokens in Binance so you might want to change to Bybit, OKX isn't available in Nigeria aswell. About the fee there is no fee if you withdraw your $DOGS directly to any exchanges of your choice or in TG Wallet but if you're in Nigeria and you withdraw your $DOGS in Binance you need fee to transfer it in Bybit to sell it.
