the communities in add/remove process follow these stages : state gov -> president -> LS/RS -> state gov(again ?) ->union ministry of Tribal affairs -> RGI -> national commission for Sc/ST -> Union gov.-> cabinet is this criteria follow ? and if yes then why after consultation of state again goes to state after president consult , please clarify sequence
