Cervical rotation towards an extensor (such as the lats) innervated above the level of T6 will cause facilitation of that muscle hence a mmt of said muscle with head turned towards that muscle is not accurate unless head is neutral.
We used the MicroFET 2 hand held dynamometer to do some research on trunk strength in neuro patients in grad school. It was very easy to use, but a bit pricey (just over $1,000).
