Gosh, Paimon had a short period in the summer there she was not squiky (similar to her pre Inazuma times), but Mihoyo went back to the squiky Paimon appearently ..
It's not a Mihoyo decision, they don't directly manage or direct VAs (also, the other Paimon dubs didn't change at all, so it would make zero sense anyway). This is most likely : 1) the VA adapting their tone depending on the state of their voice, as I believe they once stated that voicing paimon could sometimes prove difficult for them and put a lot of strain on their voice, or 2) a slight shift in voice-acting direction (for instance, the director changing their mind on the matter for whatever reason, or a new one stepping in, etc)

Although, this is a gross exaggeration (Paimon's EN voice got sligthly higher over time, but it was already high-pitched to begin with - also, there have been multiple instances of her voice getting deeper for the duration of a patch, limited event or quest, which is itself enough to question the credibilty of directional change, unless the director is a drunkard and/or changes multiples times a year, which is doubtful) The truth is, we don't know the finer details, but we do know that it's not directly in Mihoyo's hands (I mean, they probably have the final say, but they don't seem to make use of it very often)
