I think this is their loop hole as they aren't directly "selling it" although stores in Canada frequently sell expired food (especially when it's imported candy) so maybe we don't have a law!
The date on the bottom of the pretz is actually the production date, not expiration date. 生产日期 means production date but they're probbaly close to expiring haha.

That's good to now! Usually in Canada the date on the packaging is the expiration.
