Is this Sephardic Hebrew or Yemenite Hebrew?
If you listen from 7:15 to 8:30, you can hear very clearly that the letter Vav is pronounced as a W and not a V.
Sephardic
The original prononciation of Sephardic Jews of Waw is through W , same letter in Arabic or Aramaic you'll notice , the vav has come to certains North African Jews due to the French influence during the colonisation period I think , Ashkenazi rabbis coming from France... About Morocco , if certain people pronounce vav it's because in the late 20th century there was a big a presence of Chabad Shlichim there and they invested in construction of Talmud Torah before most of the Moroccan Jews left either to Eretz haQodesh or to Canada mainly.
