You do realize that Trump's first budget wouldn't go into effect until the YEAR AFTER (8 years ago, you are still using the final Obama budget). 2025 for example, will use the budget Biden creates in 2024 - regardless of who is in power. That isn't to say Trump's other policies can't have an economic impact (his foot-in-mouth comments for example have impact on the stock market near-instantly) - but the economic policies OTOH, are always implemented for the FOLLOWING fiscal year (not the current one).
Trump's economic policies went into effect for the 2018-2021 period. (Note that year 1 of Biden's term was likewise not his economic policies, but Trump's final economic budget). That's how it always works, so that the country doesn't grind to a halt until they can make decisions.
The decisions overlap, giving the new administration a chance to make informed decisions in a timely matter, rather than needing to make decisions in haste due to immediacy of need.

That would be a reasonable exemption for the First Amendment wouldn't it - it's absurd that this ridiculous conman is claiming it gives him a right to lie when the intent of the amendment was to allow people to present uncomfortable truth to the government.
