The breathalyzer connects to the ignition circuit, and is called an interlock device here. It's a big racket here. You pay to have it installed, then pay every month that it's in your vehicle. Then you get to pay again, to get it uninstalled. 🙄

In the event a perp sets fire to a building or property, can't cops go to their home if they know who they are? In this scenario, Jeff knew who lit the fire (Grace) and by extension, he would have her address in his cad that he could look up.
