the reason for the commander in chief thing is because a civilian isnt going to try to take over the country. its like how rome said the military shouldnt be in the capital. the qualification is power balance check so its perfectly find for them to not actually lead the military day to day. they just need to make big descisions and even then war is technically supposed to be only allowed by congress (again rome republic) though we kinda have been getting around that with special operations.
