This is south on Pottstown Pike aka PA100 towards Shoemaker Avenue after crossing over the Manatawny Creek and after crossing the Colebrookdale RR in Pottstown.
This is the colebrookdale railroad. It's a scenic train ride. I've been on it twice. Is one of the best railroads I've ever been on. I took my wife on the dinner train. They also have an Autumn Scenic ride. You can also take a ride on their Doodlebug
The sign ain't patched up. It lights up. They call em "blank out signs" The words r suppose to light up when the crossing is activated, otherwise they're dark
I would wager that’s actually a nuclear meltdown/emergency siren. Due west of there is a nuclear plant in Birdsboro and there is also a nuclear power plant in Pottstown (just east of where this was filmed). That siren is likely there to warn of a nuclear accident and potential radiation fallout issues. You see the same style of sirens around Harrisburg, specifically south and east of the 3 Mile Island nuclear plant. Not to say it cannot have dual purposes though. I’m not from the area personally.
0:08 - that can be very useful to drivers who don't usually pay attention to the signs

On the bright side, they went from having 2 amber beacons on the side of the road to having 4 amber beacons on a cantilever and a blank-out sign.
