they were defective Navi 33 chip used in RX7600. and to be honest i doubt if we are going to see this RX7300/7400 will be sold by AIB at all. as far as i can remember RX6300 was OEM only. plus AMD already said before that RX7600 will be their cheapest RDNA 3 card.
It's the cost of separate runs of silicon. They'll sell any SKUs they can that use the same dies. TSMC yield and quality determine what is released, forget dev cost.

My guess for a 4070 DDR is that they will price it at $520-530. It would directly compete with a 7900 GRE, so they would price it accordingly.
