Barley straw is commonly used to prevent filamentous algae in ponds. It should be noted that it will not kill existing algae though - only help prevent the growth of new algae. It also provides a good habitat for pond life and helps with filtration, which all adds to the overall health of the pond. Hay is not suitable at all for ponds and will only rot and pollute the water in a short time. Hope that helps!
Really depends on how long they have been stored and under what conditions they were harvested etc. But on average a hay bale should be around 20-25% moisture at most, whilst a straw bale having more open stalks should be around 10-15% moisture on average.

Some farmers are spraying their wheat fields with round up before harvesting. Be careful what you use in your garden.

Hmm... I think that hay used to be preferred for stuffing mattresses as it is softer and less likely to poke through the cover.
