both have mechanical shutters on the cameras, and when doing mapping colors are not that important compared to accuracy & precision of the flight. The Phantom 4RTK has its RTK built in compared to adding the cost of a RTK module for the Mavic 3 Enterprise series.
The batteries of the p4rtk are cheaper and they have extended batteries as well which I don't think you figured in. They appear to be the same drone effectively for commercial work imo, and the p4rtk can handle higher winds in practice and can be weatherproofed cheaply.
