I say the same thing. To the politicians that’s too obvious. They want to spend our hard earned tax dollars on nonsense, instead of things that can help us and make our country grow and prosper. The country needs a major overhaul on its infrastructure. As you said, everything is falling apart and will continue to fall apart if our dumb politicians don’t wake up, and spend our tax dollars on necessities instead of nonsense
It would be pointless, as I-94 already exist into Chicago. I-41 would have to terminate at I-55 in Chicago anyways. Now, if I-294 and I-355 did not exist, it would make sense for I-41 to continue into Illinois, break off around Gurnee and act as a bypass around Chicago, but again it would still have to terminate at I-55. Being that I-294 and I-355 exist to bypass Chicago via its suburbs, there is no need for I-41 extension into Illinois. Good question though.
Not sure Marinette is worthy enough of a destination to merit an interstate running into it (nor the UP beyond it!), but its possible. Let's consider the REAL problem, the other direction. The main issue is "filling the inside straight" through Chicago. I-41 would have to divorce itself from US41 and be cosigned with either 290/294 or 90/94 to get through Chicago _as an interstate-class road._ More likely the latter. No way to carve another such path. US41 goes south and east, to Nashville & Chattanooga. Where would I-41 go, south of Chicago? Based on the interstate numbering scheme, it _ought_ to go more or less direct to Dallas, maybe via Little Rock? You could stitch together most of the route by cosigning with I-55 to Memphis, I-40 to Little Rock, then I-30 to Dallas. Heck you might even completely take over I-30 as it only seems to exist between Little Rock and Texas.
If we're going to make a Milwaukee-to-Dallas corridor, it might make more sense to use I-43 for that purpose! Or both? I-43 drops south of Rockford following I-39. 41/43 meet up, cosigning with I-55 into St. Louis. There, they split, I-43 tracking south to Memphis, then as described in my other post to Dallas. I-41 southwest to Oaklahoma City via I-44, then I-35, meeting back up for the final time in Dallas.

Could I-41 eventually extend Chicago to the south and Marinette to the north?
