This looks essentially like the "bell siphon" used in aquaponics drain systems, but used to vacuum the bottom of the tank. Is this basically correct?

I assume that the tank needs to be empty for instulation. I have an in ground 60.000 ltr concrete tank exposed about 50 cm above ground is it still possible ?

No it does not need to be emptied for the instillation.
