I don't think they lost interest though. It's more likely that much as they want to push through with it, they learned that it won't be commercially viable and the project/designs need considerable amounts of moolah for the actual production.
Additional info: The dragon is Daitei-oh's fourth component and the turtle is the ultimate form's shield. Designed by fans or not, or whether the show is made for TV or not(I doubt that it's not made for TV or even an OAV, since they won't come up with story boards and designs if not), no one will know.

Apart from that the character design sucks and the story is very weak. Not to mention that the Eldoran series will be another target for bashing by the so-called high-fallutin critics.

只有一個藍光人，照劇情來看，已經出的這三部作品，應該都是在不同的地方，所以才比較會讓觀眾以為好像是不同世界的感覺吧。

No, the anime canned for some reason and continued as a manga. The entire story for this is in SRW Neo.
