He chooses the ones with whom He would work His works, invests labours on them to put them in the shape that can do His works, and then works His works in them. He is committed to His works, it's those chosen by Him to work His works that need to be available and obedient. It's if those chosen are finding it hard to submit to His process that they need to be encouraged. But, if otherwise, it's about men seeking the help of God in accomplishing their personal ambitions to which He may not be so committed, then they surely would need to find the right ways of getting His help.
