The more technically correct "one ball spare" wouldn't work either as he threw all 3. And "Tom hits all the pins with his first ball then has two more goes" would be rather long-winded! Most people are more familiar with 10-pin (sadly) and would have known exactly what was meant, I guess.

@@simonnewton7057 It’s referred to as ‘A Flopper’ if you take all 9 with your opening ball, Had he done it in two it would have been a spare.
