Daniel's motivation to keep Cobra Kai banned wasn't about revenge over the billboard but because of the bad history he has with it when he was kid and he only sees John' Kreese's version of Cobra Kai that created bullies instead. If you watch The Karate Kid Part 3, it gives more understanding on Daniel's distrust of Cobra Kai.

We have a camp every year multiple different schools in the federation all get together for the weekend and do nothing but train a few breaks in between. But I remember when I was 15 and one of the Masters gave me some whiskey Toby would put hair on my chest. He got that firefighter whiskey. Now that I'm of age where I can buy I brought some Irish whiskey which one of the 9th degree Masters polished off for me the whole bottle and I also bought a glass of sake Bonsai!!
