As a consumer you are not allowed to buy or set off this kind of fireworks. This is Category F4 fireworks (only for professionals). But here in Europe you can buy 2 to 8 inch shells in countries like Poland. I live in The Netherlands and here are quite a lot of people who have this kind of fireworks and they light it in the street on New Year's Eve, but it is very illegal !!
