With warm soul, they might not have technically “reformulated”, but the people at Mac must have re-sourced where some of the ingredients were coming from. Some companies do that in order to lower the cost of the ingredients and then they don’t have to say they reformulated, but rather they are using cheaper sourced versions of the same ingredients
As someone who formulates stuff (I do paints, lacquers and stuff like that, not make up, but it's basically the same, trust me), I can tell you that you can only really do that if it performs very similarly. You can't just swap out an ingredient for a cheaper one if that one performs very differently.

I just ordered one from Neimen Marcus today and they told me they hadn't heard of it being discontinued. So, I am unsure of it being discontinued, but if you wanted, you can order it from NM until it runs out :)
