Predator Minimates

Taking a look at the Predator Blind Bags found at Local Comic Shops
Here's the order they come in:
1 Edwin
2 Cuchillo
2 Billy
2 Thermal Jungle Predator
2 Wounded City Predator
3 City Predator
3 Masked Jungle Predator
3 Un-Masked Jungle Predator
I guess my question was, don't you think the Masked and Un-Masked Jungle Predators should be sold as the same figure, just with the mask as an accessory? I do.
Sorry for not taking off the Jungle Predator's armor, I think subconsciously I didn't want to break off the other cannons. I was also able to pop the Thermal Predator's cannon back on, it won't pass an earthquake test but it's on without glue.
