I know it's a bit silly to reply to an 11 month old comment, but the exact reason why they're so quiet is COVID-19 restrictions. It was (and still is due to the occasional outbreak) something audiences at these kinds of stageplays had/have to adhere to: no cheering, shouting, or laughing if you can (though I've watched a few recordings where audience members can't hold back due to a joke, it happens). I think the only acceptable "cheering" is clapping, which is why it's all they do once the song is over. It's kind of sad, especially when it's clear in some scripts that there was supposed to be a call-and-response to certain parts, but that's how it's probably gonna be for now.
