In radio, they are taught to never have dead space on the air, aka silence. If you were listening in your car and heard a pause - even a short one of 1 or 2 seconds - you would be like "what happened?". So yeah, he does cut his guests off, but it's really a technique to ensure that there's no silence on the air.
