How does none of Fellini's stuff not make sense? He must mean latter career Fellini when he was more surrealist & experimental because early Fellini was a pretty straightforward neo-realistic phase albeit his films were no less powerful & memorable. That's always been one of Fellini's biggest draws that he had two very different phases as a filmmaker & was very accomplished at both.
