The bullet actually went through the guy but since Chuck Norris is bulletproof it had no effect.
Walker should have told the Kidnapper as he turned him saying "Smile for the camera!"

Even with the clock ticking, Walker always wins. This was an intense fight through

I think McNeely is the worst villain I’ve seen on live-action TV personally.
